Edo, in the mid-19th century. This is from the beginning of Oh! Edo Rocket, yet another alternate history anime, like Bakumatsu Kikansetsu Irohanihoheto and Gintama. So far, only the first episode has been translated, but it looks like it might be cartoonish fun. Here are most of the characters introduced so far.
